Peter Foley

Peter Foley joined OSACO Group in 2022, and his primary focus has been to support the World Health Organization’s Office of International Oversight Services (IOS) by leading investigations into assault, harassment, fraud, corruption, misconduct, conflicts of interest and related allegations. Peter has completed in excess of 50 investigations for The WHO and other NGOs.

Peter is a highly experienced senior law enforcement and international investigations professional with over 35 years of service across national and global policing environments. Based in Ireland, he has held leadership roles in complex criminal, intelligence, and misconduct investigations, combining operational expertise with strategic oversight.

He spent over 30 years with the National Police and Security Service of Ireland (An Garda Síochána), the last five years of which he was the sole representative of the Irish Police in the UK, acting as principal liaison between Irish and UK law enforcement and intelligence agencies.

Peter also spent 14 years as the Intelligence and International Liaison lead between the Irish Police and Interpol/Europol, plus several years as an Interpol Training and Development Officer based at the Interpol General Secretariat in Lyon, France.

During his career Peter has managed intelligence related to serious and organized crime, including terrorism, and ensured its secure and compliant dissemination to Interpol, Europol, and other international partners.

He has managed specialized high-risk complex criminal investigations and developed protocols for the international circulation of intelligence.

Peter holds a BA (Law) from the Technological University of Dublin, Diplomas in Policing & Justice and in Electronics and is certified in Project Management.
