Toni Carroll

Hailing from Aotearoa New Zealand and based in the UAE, Toni joins the OSACO leadership team, bringing many years of experience in security, resilience, and strategic planning. Toni’s most recent role was Regional Advisor Security and Resilience at New Zealand Electoral Commission, where she played a central role in ensuring the safety and integrity of the electoral process.
Toni is a passionate and results-driven professional who thrives on solving complex problems and achieving organisational goals. Before the Electoral Commission Toni held positions with Stats NZ and a long career spanning nearly 30 years with NZ Police, which equipped her with a valuable skill set that encompasses operational excellence, strategy and cultural leadership.
Toni has successfully managed and coordinated critical initiatives and operations across diverse sectors and areas, including the post-Mosque Attacks Reassurance Operation and the New Zealand Census 2023 – one of the largest peace-time operations the government undertakes.
Toni’s biggest training assignment to-date was delivering a training to 150 police officers in 13 police districts, government partners and NGO, based on a strategy she co-authored titled Protecting our Crowded Places from Attack – New Zealand’s Strategy (Crowded Places Strategy).
